T-IC is a modern and effective system for settlements between providers of telecommunication services, which can be successfully applied both by large international and national carriers and by small regional carriers and telecommunication services providers.

Thanks to Telesens’ rich expertise in the sphere of telecommunication billing, the system T-IC meets all the modern requirements for the functionality and exploitation terms of settlement systems between carriers.


T-IC is aimed at:

  • accounting and analyzing the traffic between carriers;
  • calculating its cost in accordance with the terms of agreements;
  • generating data for issuing invoices to partners;
  • controlling invoices to interconnect partners.


The system has the following major functions:

Handling contract, reference and accounting information

  • Handling inter-carrier rate agreements (contracts), maintaining various types of settlements schemes between carriers, ensuring its adjustment for specific business requirements.
  • Maintaining reference information about the network topology, services, destinations, rate models, etc.

Rating of accounting information

  • Receiving and processing initial accounting records or directly from the switching equipment, or those having been processed with the help of Mediation device.
  • Maintaining data input of various formats, automatic identification of formats and respective converting of accounting data into the internal standardized format of T-IC system.
  • Rating of services accounting various traffic types, services, destinations, time zones, call duration, overall traffic amount, etc. With all this, one CDR (Call Detail Records) can be linked to one or several agreements (rate positions).
  • Making recalculations in case of changes in initial data about calls and/or changes in contract terms, re-rating of traffic when changing rates without addressing the initial CDR.
  • Discovering and correcting erroneous situations when processing the accounting information, making necessary recalculations.

Issuing invoices, generating reports, analyzing data

  • Generating data for issuing invoices to partners, controlling invoices issued by interconnect partners.
  • Automated invoice audit (verification of outgoing and incoming invoices when arranging settlements with operators, maintaining to solve disputable situations during settlements).
  • Controlling each invoice line with the ability to decipher it down to single calls with the purpose of reconciliation.
  • Generating reports in processed accounting information.
  • Choosing the optimal route – optimizing the traffic distribution between the routes available on the basis of analyzing the existing and planned contracts with operators as well as statistics of real traffic during any period.

System Administering

  • System administering to perform the adjustment functions, control and ensure the information security.
  • Automatically managing the tasks within the system (loading and processing of accounting data, generating invoices and reports, fulfilling export and import operations).

Extension of functions

The traffic amount processed by the system as well as the number of agreements between carriers is confined solely by the configuration of software and hardware.

The flexible agreement structure based on using the templates being adjusted allows to describe any agreement as a set of hierarchic positions. It allows to add new types of agreements without changing the database structure, realize a flexible rating policy, reduce the time before for newer, more complicated business scenarios to enter the market.

Integration with OSS/BSS operator systems

The system can be used both independently and as a part of one technological cycle with the subscriber billing system or other information systems of the carrier. The T-IC system ensures processing of the accounting information incoming simultaneously from different devices.

Supporting different types of services and communication standards

The system T-IC contains all elements to incorporate new communication services and standards (flexible task of new service types based on rules, services quality analysis, element rating, prepared CDR support, IP-interconnect and content processing). The system maintains issuing convergent invoices for the services provided.

Using highly effective rate algorithms

The powerful rating mechanism supports any type of schemes to make settlements with carriers ensuring a possibility of their adjustment to specific business requirements. Apart from common rating models, this mechanism envisions:

  • Using rate group matrices
  • Applying models of distributing income between carriers
  • Providing different types of discounts depending upon the services amount or sum of payment, maintenance of cross discounts
  • Combination of different CDR rating models (Time Model, Pulse Model, Step Model) for each agreement position
  • Issuing invoices for the events not connected with the network resource usage (lines and premises renting, one-time payments, etc).

Getting a revenue from the route optimization

Optimizing the traffic distribution between the available routes based on the analysis of existing and planned agreements between carriers as well as statistics of the real traffic for any period. Providing grounded solutions of the traffic routing changes based on the analysis of transitory traffic and respective rates in all carriers for defining the minimal route cost taking into account the communication quality and channel capacity.

Automation of processing activities

Flexible automated management by tasks periodically performed within the system. A possibility to manage process fulfillment, review of task work protocols, automated as well as manual launch and stop of processes.

Software and Hardware
The T-IC System uses two-tier client-server architecture:

Client - T-IC functions under Windows NT or Windows 2000.

Server – Any platforms supporting Oracle can be used as a database server and server of processing calls.

For the time being, the T-IC system is successfully functioning on the following server types:

  • Platform SUN under Solaris.
  • Platform HP under HP-UX.
  • Platform Intel under AIX.
  • Platform Intel x86 under Linux.
